Introduction

Immigration, Refugees and Citizenship Canada (IRCC) has confirmed that new immigration pilot programs for home care workers will commence on March 31, 2025. These initiatives, collectively named Canada’s “Home Care Worker Immigration Pilots,” will serve as the successors to the previous caregiver permanent residence (PR) pathways, which have now ended.

Background

IRCC initially announced plans to introduce new immigration pilot programs for home care workers on June 3, 2024. At that time, limited information was provided, with only the eligibility criteria being mentioned.

Shortly after, on June 17, 2024, the IRCC officially closed the Home Child Care Provider Pilot and the Home Support Worker Pilot. These closures marked the end of specialized caregiver immigration pathways for the time being. The new Home Care Worker Immigration Pilots are set to replace these programs, continuing the legacy of caregiver-focused immigration streams.

According to IRCC's 2025-2027 Immigration Levels Plan, a total of 10,920 admissions have been allocated to “Federal Economic Pilots,” which include the new Home Care Worker Immigration Pilots. While the exact number of spots dedicated to the caregiver pilots remains unspecified, the total allocation will be shared among several programs, including:
